Icons are missing from Control Panel. in windows vista

1. I cannot start Control Panel. When I try to start Control Panel, the screen flashes briefly, but Control Panel does not start.

2. I have Windows Vista Service Pack installed already n the system is updated with latest patches too

please help

Try running the System File Checker from an elevated Command Prompt.  You run it from an elevated command prompt by clicking the Start orb, clicking All Programs on the Start Menu, clicking Accessories, and then right clicking Command Prompt and choosing Run as administrator.   Then type SFC  /SCANNOW at the Command Prompt.

no luck
shows everything okay on sfc
but all icons from control panel still missing

But I wonder how this problem started anyway; perhaps a virus or other malware?  (Do you turn off User Account Control?  If so, that's a guaranteed way to get hit my all sorts of malware.)  This could be a problem with viruses/trojans/spyware or other malware. Some free online virus scanners:
