Exmerge not working to archive entire exchange 2003 mailbox

I need to archive off a few employees exchange mailboxes to .pst files, and delete the contents from the server mailbox.  I have done this in the past on exchange 5.5. however when I try using exmerge on the exchange 2003 box (on windows 2003 server, logged in as administrator) I get the following errors:

[10:37:34] Copying data from mailbox 'USERNAME"('USERNAME') on Server 'SERVERNAME' to file 'C:\DOCUMENTS AND SETTINGS\ADMINISTRATOR.DOMAIN\DESKTOP\USERNAME.PST'.
[10:37:34] Error opening message store (MSEMS). Verify that the Microsoft Exchange Information Store service is running and that you have the correct permissions to log on. (0x8004011d)
[10:37:34] Errors encountered. Copy process aborted for mailbox 'USERNAME"('USERNAME')
