oobe error when trying to activate XP Pro

when I try to activate windows XP after doing a re-install with slipstreamed SP3 the activation does not work. I get an oobe failure error - Out Of Box Experience has encountered a problem and needs to close..

How do I get around this. I've run a repair install and it didn't fix it. I've installed all the application software and would rather not have to do it all over.

    I fixed it.
    I removed Internet Explorer.
    I tried the activation and got the same error.
    I re-installed Internet Explorer
    I ran the activation wizzard and it said I was already activated.

    Prior to this, I was being told I had 14 days left to activate
