Set minOccurs="1" for strings without setting nillable in Web Services

i want to set non-optional string paramenter in my webservice and should not be null.

I want, that the wsdl looks like that:
<s:element minOccurs="1" maxOccurs="1" name="name" type="s:string" />

Is it possible?
