Outlook 2007 VERY slow over VPN connection

I have remote users and travelers who have mailboxes on my Exchange 2003 server that are well over 1GB.  when they are traveling and using a hotel wireless connection or an AT&T wireless broadband card, the Outlook connection is so slow it's almost unusable.  I try to tell them that that is to be expected, what with Outlook 2007 and huge mailboxes, and to use OWA instead.....I'm just looking for either "reinforcement" or if that's NOT normal, then some suggestions to fix.  Thanks.

Are they using Outlook 2007 in Cached Exchange mode?  

If not is there are reason?

If so what are they trying to do when they report Outlook is slow?

Yes, they are.  when it connects and starts "Updating" folders,  and takes literally 10 minutes before they can access anything or send/receive.
