Domino server document fubar

In an attepmt to improve responses on an HTTP application an administrator changed some of the thread and maximum settings on a Domino server document.  Now the server will not come back up.  It hits PANIC: Insufficient memory during the load.  Is there a way I can override those settings without the Administrator program (as the server never comes up far enough to access it?)

on the server machine, find notes.ini
take out http task from the servertasks line in the notes.ini
start the server.
correct server doc

if this is not http task issue
on the server, go to start-run, type nlnotes in the "run" window and click ok.
you get notes client running locally, open your names.nsf locally and correct bad value.
