Exchange 2007 OWA doesn't load in different Active Directory site

I have a strange problem with OWA from one CAS server not loading in a different AD site.
My setup is fairly simple - one domain, two active directory sites. Each AD site has two Exchange 2007 servers in it - a CAS/HUB and a Mailbox. For this description, I will name the sites A and B:

OWA from site A can be accessed from within sites A or B and the Internet
OWA from site B can be accessed from site B or the Internet, but not site A

Would like OWA from site B to be accessable from site A. Router/Firewall settings are the same on each site.

test-outlookwebservices -clientaccessserver works fine from site B to site B or A
same works fine from site A to site A but to site B shows:
1003 - about to test autodiscover
1007 - testing
1019 - found valied autodiscover service
1013 - error when contacting https://site-B.domain.com/autodiscover...
1006 - error the autodiscover service could not be contacted

is this an autodiscover issue? I do not have outlook 2007 clients, mostly OWA or POP3

I don't know if the autodiscover thing is significant, or not.  But you don't say what happens when you try to load OWA from the problem site.  Are any error messages displayed?  If nothing at all is happening, you will need to review the IIS log file on the affected CAS, to see if the client requests are actually reaching the server.

issue was with MTU - strange but only one way on VPN was affected - if I set MTU on workstation to 1472 then it works or if I go to OWA Lite is works
