Can I create an AD user that has installation rights on the local machine?

I want to create a generic network user who has installation rights on the local machine, but is not an administrator on the network.
Who is Participating?
Just create a std AD user as you have all other network users.

But make them a Local Admin on the PC
create a user and put them in the power users group.

Once AD user created
GO to the Local PC you want them to have install rights on
Right Click on My Computer
Go to Manage
Expand local User and Groups
Select Groups
On the right, dbl click on Administrators
Type the name of the AD User you want to Add
Check Names
and OK

I do not want to have to go to (80) PCs to do this. The object is to allow users who do not normally have install rights to do a special installation, using the temporary user login I'm inquiring about. When the installations are complete, I will delete this user. Meanwhile, the user must have installation rights on all PCs, and not have full admin privileges on the network.

It looks to me as if this might be done under GPO, but it all seems so convoluted that I can't figure it out. Is there a place where a users rights to execute programs can be set/unset?
