Unable to Add Computer or a New User to Windows Server 2003

Is this a simple re-boot?  I cannot add any computer or a new user to the server.  I can remove old computers, but not add new or add new users.  I hate to reboot the entire server in the middle of a business day. Any other suggestions?

What happens when you try? Do you get any error messages when you close the add user box?

What happens when you try to add a computer? Do you add it from within AD or are you joining a pc to the domain from the pc?

Actually I connected remotely via tsweb from my workstation so I could answer your question what I did step-by-step and from here I was able to add the computer.  

From the server, however, I went to the server managements, selected client mangement, set up client computes and it would blink as if it was doing something and then wouldn't.  I'm simply going to log off of the server and log back in.  I don't know what's going on and why it would work from my workstation and not from directly on the server and I'll continue to look into that.
You are simply don't have permission to add workstation on the server. It may have been set in GPO or Local policy. However, you can try to login remotely using domain admin credential to perform the task. One more thing, does the desktop have a static IP or DHCP?
