        SqlCommand cmd = new SqlCommand(SQL, conn);
        conn.Open();
        SqlDataReader reader = cmd.ExecuteReader();

You could use a stored procedure, where you could give it starting row and # of rows to return, but you would still need to track the starting row in the url querystring or a session variable.  Here's an example of SQL pagination.

The "GetDataTable()" is the method that you can use the your Sql string and SqlConnection to populate the DataTable and return it.
