I have 45 tape off site.

How can I determine which tapes can be returned as scratch?

I'm fairly sure, over time, some have been "returned  on-site"  but not checked in...

the general approach to this is
'query drmedia'
You can restrict this query  to report media in special locations (courier, vault - lookup the names you use by issuing 'q drmstatus'), or to report on state (courier, vault... ).
You can also let 'q drmedia' create a cmdfile for you. This file will conatin the command you specify (e.g. checkin ...) augmented by the results of the query.
'help query drmedia' brings much useful information.
Equally, have a look at 'move drmedia' to process the expired or empty volumes that are to be moved onsite (issue 'help move drmedia').

query drmedia  lists 37 tapes (45 tapes are physically off site)

I have retrieved the 8 office sites tapes not listed.

Can I assume the data has expired on these tapes.

To get the tapes back into the library as scratch are the   following move and checkin process commands correct (example for PKQ620L2)  ->

TSM> move drmedia PKQ620L2  tostate=ONSITERETRIEVE
TSM> checkin libvol 3582 search=yes checklabel=barcode status=scratch

query drmedia  shows PKQ654L2 as mountable ->

Is the following correct - to get the tape out of the library and off-site

TSM> move drmedia PKQ654L2  mountable  vault
TSM> checkout libvol 3582 PKQ654L2

For some reason your nonlisted volumes are not DR media.
I don't know what your DR procedure is but I guess you did a move drmedia to ONSITERETRIEVE  and did not checkin the resulting scratch tapes
move drmedia is not possible for non-DR tapes.
q libvol 3582 PKQ620L2  and q vol PKQ620L2  should both give a 'No match...'
If both above was true, simply do
checkin libvol 3582 PKQ620L2  status=scratch checklabel=barcode
If the above queries give some output, please post it so I can have a look at it.
Nearly correct.
move drmedia PKQ654L2  tostate=vault remove=yes
Do not use checkout (move drmedia will do it for you).
To get a tape back -
 Wait until the tape reaches VAULTRETRIEVE, the do a move drmedia to ONSITERETRIEVE, then checkin as SCRATCH.
 (Of course you can use the intermediate states/locations, if you like).
