We would need to see the entire config to diagnose.  

Start with this Cisco step by step as an example.

I would guess it might be your No-Nat acl that is missing, usually the problem, but really cant be sure so do as Mike says and post your config for us to troubleshoot.

I figured it out.  I was missing this command "crypto isakmp nat-traversal  30".  If the user is behind many NAT/PAT, Cisco recommend adding this command.
