Cannot Modify Desktop Wallpaper

After upgrading our Citrix Presentation Server 4.0 environment to Presentation Server 4.5, Citrix users are no longer able to modify the desktop wallpaper or display settings.  The display properties are greyed out.
Each anonymous user has Power User and Remote Desktop User permissions.
I have checked the terminal server configuration properties on the Citrix servers and settings are set correctly.  I have ensured that active desktop settings are not configured in Group Policy.
We are running the Citrix on Windows 2003 R2 Enterprise Server SP2.

Have you checked that enforce removal of desktop wallpaper is not enabled in the gpo?

I have checked the gpo and under Local Computer Policy -> Computer Configuration -> Admin Template -> Windows Components -> Terminal Services.  "Enforce Removal of Remote Desktop Wallpaper" is set to 'not configured'.

I have resolve this issue by deleting the following key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations\ICA-tcp\UserOverride\Control Panel\Desktop
"Wallpaper" = "(none)"

Citrix PS 4.0 included a Citrix TS Connection Configuration that allowed for disabling wallpaper in ICA and RDP connections.  The updated Citrix PS 4.5 does not have this feature anymore.  I found that upgrading the Citrix environment reset many advanced settings back to default settings.

This solved the above problem so the question can be closed.  Thank you "BBrunning" for the GPO assistance.
