Messages getting stuck in the temp table

I have one of my 5 exchange servers that have messages getting stuck in the temp table.  Not every message that a user on this server sends gets stuck only some.  I used the MFCMAPI tool to find the messages.  Once the server is rebooted the table clears and the messages send.  I need to figure out why they are getting caught and not being sent out.  Any help would be much appreciated.  We have backup exec 11d on this server with McAfee Virus Scan 8.5.  We are not using any type of spam filtering on this server as it is handled by a third party company.

Version of Exchange?
If 2003, have you installed the greylisting bug fix?
