Data Migration in Salesforce.com

Hi,
I have difficulty experince migrating data between environment in salesforce.com
For example, I have to migrate the data from Sandbox(.test) to .dev environment.

Any solution for this?

You need to download, install and learn to use DataLoader available in the Salesforce Setup section. Search for "DataLoader" in Salesforce help for more information.

Yes I use Dataloader before but it's time consuming if I want to migrate the data from all the objects and I also need to deal with external ID.
I know there is a tool called Monarch but do you know is there any better tools for this?

If you are using Salesforce.com with the sandbox, then your company probably has someone inside of Salesforce.com that can help you with this process.  Try submitting a trouble ticket - or talking to your internal Salesforce.com Administrator - to see who you can talk to at Salesforce.com.

The whole point of the Sandbox is that it should be easy to migrate data and customizations into/out of it.

If none of that works, and you have the budget for it, consider using Pervasive Business Integrator to migrate the data.  It has a native connector to Salesforce.com and you should be able to fairly easily migrate data.  I'll bet the folks at Pervasive would even sent a Salesforce-to-Salesforce migration for you that you can re-use anytime you want to move data between implementations.  We use Pervasive internally to handle integration and migration projects and it works great.  There is a learning curve, but if you have any development experience you will find the curve fairly easy (get a 2-4 hour introductory course and instruction manual from Pervasive an you should be in pretty good shape).
