Public Folders is blank in Global Address List

A normal Domain User can't see public folders in GAL, the lines are blank for each of the public folders and I get this error when I'm trying to open a public folder from the Global Address List:

"The Properties dialog box cannot be displayed. The action cannot be completed."

 A Domain Administrator can open the public folder without any problems.
I think I have almost tried anyting regarding to security settings.
Any idea?

    Check for the permission module for these public folders using PFDavAdmin tool.

    Accepted Solution

    It was the Microsoft Exchange System Objects folder in AD. The object did not have the proper rights.
