web flowchart with links and rollovers

whats the easiest way to create a flowchart diagram with rollover effect on boxes and hyperlinks on each box. The diagram is to be displayed on on a webpage but i dont want to use flash. any free software that can do this?

    theoretically, if you know how to do html and css code, you could do it for free in any text editor. That would be the easiest and least expensive way.

    mmm, i was thinking of any software packages which automate this type of thing as much as possible?

    uh, well... I am willing to be the answer is 'no'. You get what you pay for and even flash would involve a sizeable amount of programming experience.
