Open Event Viewer: Click Start, point to All Programs, point to Administrative Tools, and then click Event Viewer.

In Event Viewer, in the console tree, click Application. In the details pane, make sure that there are no errors reported in the application event log that indicate the restore was unsuccessful.

If you notice any events that disclose an error, double-click the event to open the Event Properties, and then read the description of the event.

Right-Click the WebService in question in IIS and select 'All Tasks' and 'Permissions Wizard'. Then just follow the prompts.

Commented:
I don't have the 'permissions wizard' as a task??

great, the guy here who is suppose to be our 'desktop' guy, he installs everything also, I don't think he really knows what he is doing , ie my problems deploying the reports on SSRS. we had a microsoft guy do it remotely and he told the guy that he could configure SSRS, yet nothing is working!!!
