Monitor virtualization

Is there a way to virtualize physical monitors on a system?  We would like to remote desktop into a machine that has only a single monitor video card with a dummy machine that had quad monitors.  The software on the server requires 4 monitors being configured by the operating system (splitview and the like will not work in this application).  Any ideas?

    I know windows 7 will support multiple monitors over RDP but RDP doesn't at the current stage.

    Have you tried VNC instead? I think it is supposed to support it.
