I have a user that is trying to run a program that uses 32-bit Firebird on a Vista 64-bit machine.

Will this work?  It doesn't appear to... the program is getting the following error message:

Error Message: Could not load file or assembly 'FirebirdSql.Data.FirebirdClient, Version=2.0.1.0, Culture=neutral, PublicKeyToken=3750abcc3150b00c' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)

that message is not from firebird itself, .net used by your application perhaps
