How to disable Auth Login on exchange 2003 server

I need to disable auth login on my exchange 2003 server so that no one can use hijacked credentials to send spam via smtp using me as a relay.
Message labs requires this done beofre they will allow me to use them as a outbound relay.

Unless I am missing something, this article does not address auth login.

Authenticated relaying is set on the same page as relaying in general.
ESM, Servers, <your server>, Protocols, SMTP. Right click on the default SMTP VS and choose properties. Click on the tab Connection, then relay. Deselect the option to allow users who successfully authenticate. Apply/OK out and then run iisreset to write the change to the metabase.
