REP-51002: Bind to Reports Server reptiger failed

I have an error with my report server. I tried to access the URL http://tiger.gov.na:7778/reports/rwservlet/showjobs?server=reptiger , and then it throw me the following error:         
REP-51002: Bind to Reports Server reptiger failed

I tried to startup the report server from the command line:
rwserver.sh server=reptiger batch=yes &
When I check the process, it is there, but after few seconds, then it shutdown itself. I found the message from the report server:
*** 2009/1/13 3:32:53 -- Reports Server is starting up
*** 2009/1/13 3:32:55 -- Server is shuting down

What could be the cause for this one? How can one resolve this issue?

Add your computer name in HOSTS file in windows/system32/driver/etc

Remove or rename the <reports_server>.dat file located in the
$ORACLE_HOME\reports\server directory and restart the Reports Server, either
manually, or via OC4J_BI_Forms via the EM Website.

CAUTION: All information for scheduled jobs and past jobs will be lost.

I have tried to rename all dat files, and start from the command line, but still the report server is not coming up. What could be the possible cause of it? configuration file?

I ran out of ideas.

Possibly if you provide more error messages the search will
give more reults.

I have found this:

Fix 1
------
Launch your browser pointing to OEM to restart the Reports Services and OC4J.
      For example, http:\\hostname.us.oracle.com:1810

   Steps to restart once in OEM:
   a. Under 'Standalone Instances' select the middle tier instance.
   b. Under the heading, System Components, select Reports service; shut it down
      and restart.
   c. Under the heading, System Components, select OC4j_BI_Forms; shut it down
      and restart.
   
Fix 2
------
Manually start a new Reports service.

On Windows:
===========
From command prompt, type:
  rwserver -install <uniquename> batch=no autostart=no

From Services window, start the above Reports service.

On Unix:
=========
From UNIX prompt, type:
  rwserver.sh server=<uniquename>

Hi schwertner,

I found the cause of the problem, which is the listener is not up for infrastructure database. When I did the fix 2, it showed me the error REP-12541: java.sql.SQLException: ORA-12541: TNS:no listener, so I found out the cause.
