Why doesn't My Network Places show my network?

I'm running a peer-to-peer network in my office, with no real server, just for file sharing and printer sharing.  Approximately 20 PCs in the network at any given time.  Most of the time it works well, but sometimes, for days at a time, My Network Places on my PC stops showing all the networked computers.  I can sometimes do a "find" and locate that computer and access it, but when I open My Network Places they aren't listed, and if I open Entire Network, it will show the name I gave to the network (HALL CHINA), but when I try to open that I get "Hall China is not accessible.  You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions.  The network path was not found".  in services.msc, Computer Browser is set to Automatic, but it's "Stopped", when I try to start it, it stops again in just a few seconds.

Well, I think at part of the problem is that XP Pro supports a maximum of 10 inbound connections:

Hmmm.  But it's worked fine for years. I've been able to see all 20 PC's in My Network Places and access their files.  This new glitch is just new.
