Where do I set or lift limits on attachment size in Exchange 2003 on a per-user basis?

I've been getting complaints lately that users are not able to send out anything over 10MB, which I'm ok with considering we have a limited store. Is there a way for me to allow say one user a higher attachment size limit than the others?

Click the user whose settings you want to change, and then click Properties.
Click the Exchange General tab, and then click Delivery Restrictions.
Do not use Default Limits and set the maximum KB you wish for that user.
