Microsoft's Visual C++ Express is free, and based on the Visual Studio IDE.

Easy to use, great debugging.

Eclipse is free, popular and easy to use. Since your handle is ubuntuguy, I think VS Express might not work for you - otherwise it is a good option.

I also like Source Insight
http://www.sourceinsight.com/

It has a 30 day trial.
