Does GoDaddy provide video conversion servers? How can I confirm mine exists?

My coder claims he got me a Godaddy video FLV conversion system for my site. The conversion works, but I have reason to believe, from some of his behavior, that he may be  being dishonest about some of the aspects.

1 - He claims he got a dedicated video conversion server for me from Godaddy. I have reason to suspect, however,  that this may just be a machine on his workroom floor, nothing to do with Godaddy. Can I confirm this?
He made us pay him $4500 for it. What he doesnt know, is that before I worked with him, I had created an FLV server myself, that was a dedicated machine in my room. I used Sothink FLV conversion server software. Sothink has a banner watermark for unregistered versions.
I had mine registered, so it was clean. But ! His version is unregistered and has the 'Sothink Unregistered' banner watermark.
Now, there is no way, a legitimate "Godaddy Flash server" still has an unregistered watermark banner on it.
So, I highly suspect him taking us for $4,500. Another EE query I did suggested his server was just a solution.
Is there a way for me to contact anyone to confirm my suspicion or satisfy my worry. Could there be a clue in his ASP code, as to the locale of the server. I know where he lives, so can I confirm the physical location of the server? Where is the location of Godaddy?

He has sent me an electronic receipt, that appears legitimate

How should I address this all?
How would you confirm the legitimacy of these claims?

"For your site" - what does that mean?
If the url is external, then you can enter it in dnsstuff.com and see where the domain is registered

You can possibly also just call GoDaddy

He claims that godaddy handles the conversion of the user files to FLV
dnsstuff found the location in Phoenix.

I think that is one of his computers that just reroutes the converted FLV to Godaddy storage. The whole point, to me, of involving godaddy in the process was to get industrial strength backing for the conversion process.

If I'd pay anyone to set this all up, what does it involve. How much should I be paying?
It is basically a vid conversion site, that involves Godaddy storage. It uses Sothink FLV conversion software.
What should I know?
