How to make a quad screen video?

I have been looking for a special feature in a video editor for a long time now.  Picture in Picture.  I'd like to be able either with DVDs, or with WMV, MPG, etc.  to be able to create a Video that is four videos in one.  Ever see 24 ?  The following takes place between 3pm and 4pm.  I love that show.  When the clock is ticking, and they've come back from commercial, its a split screen with four different things going on at once.  First window is the president, second window is Jack Bauer, third window is news coverage of the plane crash, 4th window is something else.   They're little windows are of different sizes, and come in at different times.  Nice as that is, that is not a must; but definitely would be awesome.  I'm just looking to split the viewing area into four squares.  

Related but different, if you know of a program that would do a picture in picture PIP look, where there is one main screen, and on top of it, in one of the corners, I could have a seperate video running, would also be a nice feature.

There's a video here that shows you how to do 2 "overlays" on Ulead Video Studio 11 (there's a free trial). So just follow the video but instead of choosing 2 overlay tracks, you choose 4. You resize your videos in the window and drag them to the corners.
