IE 6/7 LI Menu Hover Problem

I'm using CSS & LI's to create a Menu Structure on the website above. I can't get the hover or z-index to work in both IE6 & IE7. I think this is a fairly common problem, can anyone shed some light on what my code is missing?

    Give #top-menu z-index:900

    I'm curious, what made you decide to split the header into so many images?

    P.S. Are you aware that your page contains XHTML and CSS errors?

    I realise I didn't necessarily need to split the header in to so many images but I was keen to try something new.
