Problem with SBS 2008 from SBS 2003 Migration
This is a problem/solution. Worked with Microsoft to get this answer.
Error: Permission denied:
The user account does not have the permissions that it needs to join to the domain. The user account must me a member of the Domain Admins, Enterprise Admins, and Schema Admins groups.
Resolution:
When using the anser file for the SBS 2008 migration, the account that you create to authorize thie migration must be a member of the Domain Admins, Enterprise Admins, and Schema Admins groups.

What it doesn't tell you is that this account CANNOT specifiy either of these groups as PRIMARY GrOUP. If it does, the SBS2008 migration wizard mis-reads the group memberships of the account.
Example:
create a user called migrate, which is a member of those 3 groups.
Domain Admins is the Primary Group.
The SBS Migration wizard will FAIL because it reports that the account migrate is NOT a member of the Domain Admins group.

FIX:
Add the group Domain Users as Primary Group. The wizard will then authenticate and move on to the next step.
