Jsp support for special char. like euro symbol

Hi Expert.

I am using JSP +struts+ xslt+xml +orcle(on micro soft xp professional) in my application.I  need to develop multilangual application.
My porblem is that  when ever I entered "£" this symbol it saves it as " Â£"  .
I tried with ISO-8859-15/ISO-8859-1/UTF-8
Please response soon.
in my jsp I use
<%@ page contentType="text/html;charset=ISO-8859-15" language="java" import="java.util.*,com.hp.admin.form.ManageRuleGroupForm,org.apache.struts.util.LabelValueBean;"  %>
 
 
response.setContentType("text/html; charset=ISO-8859-15");

Try to use pageEncoding="UTF-8" too.
like <%@ page contentType="text/html; charset=UTF-8" pageEncoding="UTF-8" %>
