network latency

I've been having some network latency issues everyday around the same time. It usually happens between 1-2pm. I assume that is just people playing around on the internet after their lunch break. I am using Solarwinds Network Monitoring, and i see that the network latency will creep up to almost 9ms during that time. To the point when i ping my laptop from the router only 3 of the 5 are successful. Is there anything i can really do?

I'm also looking for a good free network monitoring program that i can use to see which applications/users are using the most bandwidth at that time. I'm not sure if solarwinds net monitoring can do that, i haven't seen. Or is there a good program that can monitor traffic on each switch port so i can see how much traffic comes out of each port.

If your Cisco router support netflow then you may check out the below options;

SolarWinds NetFlow Analyzer                        www.solarwinds.com      NetFlow/SFlow
Scrutinizer NetFlow/Sflow  Analyzer                www.plixer.com      NetFlow/SFlow
Caligare Flow Inspector                                www.caligare.com      NetFlow/SFlow
PRTG                                                        www.paessler.com/prtg      NetFlow/RRDTool
Adventnet Netflow Analyzer                        www.adventnet.com      NetFlow

If it does not support netflow, then for http and ftp logging you can use a proxy server like ISA or Squid.
