I wanted to create a user which has access to folder on a 2003 DC

A process needs to access a folder and needs to have permissions on it. I want to limit the access only to that folder on a 2003 Domain Controller.

What kind of process?

Generally, you would need to setup a folder share and assign appropriate share level and NTFS level permissions to that folder.  Next, have the process/service run as that user.

It's better if you create a group and assign the folder share and NTFS permissions to the group and add the user to the group.
