Restrict Public folders to some users of OWA

We currently run sbs 2008. Is there a way to restrict public folder access in OWA for just selected users? How would this be done?
IE: For users that are not required to have 2-factor authentication for RWW, I would like to severly limit what they can access, particularly public folders..

    You cannot restrict the public folder access through OWA on its own - Exchange isn't concerned with how the data is accessed, so if someone has permissions to access public folders in Outlook, they will have the same access through OWA.
    The only suggestion that I can make is a ISA server, which should be able to restrict the access to all public folders based on the user.
