Creating an exe file for powershell scripts?

I am seeking a way for my powershell scripts to be executed on remote machines with some task handler (which should be .exe).Basically the scripts are to be executed locally on the remote machine hence they will dump logging status on local file path.
My question is
1.)do i have to have powershell installed on every server like w2k3 and w2k8(this already had it)
2.)Any recommendation on a script packager i have to use to make an exe .
3.)Do i need a VB script driver to do this job or ...the thing is i am not sure
Just please give m some professional advice  on this
