can a website interface with usb connected hardware?

A client of ours has a hardware product which controls the power output of machinery. Currently their clients have to download software which then talks to the hardware product to setup and control its behaviour. At no point is the hardware product directly connected to the internet but it will be connected via usb cable to a laptop. This laptop currently runs the donwloaded software but the client wants to remove the need for the software and run straight off a web app. Is it possible, what would the options be?
