Help with Exchange 2003

Is there a limit to the number of emails that Exchange can keep in its queue? If the number of emails increases quickly, is it safe to keeps them in the queue until they can be delivered?

You set the queue size in exchange itself. Certainly the larger the queues the slower your mail server performs.
Is there a reason for a sudden spike in email traffic?

No. The emails to be delivered outside of our forest are fine but sometimes we have problems delivering internal emails (within our forest). It might take a few hours for this issue to be resolved at the headquarters so I don't want to delete the emails in the queue until the issue is resolved. I guess that having 20 or so emails in the queue will not affect the performance of Exchange but at times when this happens we might have 50 or more email in the queue for a few hours.
