DELL Inspiron 1520 will not boot but Caps Lock light flashes

I have a year old Dell Inspiron 1520 that will not boot up.
I have removed the battery and tried booting up with just power.  The only thing that happens is the Caps Lock light flashes for quite awhile.  Nothing starts, not even the hard drive spinning up.

I've replaced the memory as I've read it could be that and same thing.

This sounds like the DC to DC converter is gone on the board, the motherboard is going to need replacing :-(

Some threads suggest that flashing caps lock is indicative of RAM failure. Worth a swap?

Tried that route, swapped out with a few types of memory.  Same brand and amount, different brand and size.  Still the same issue.

9 out of 10 times this is the motherboard :-(

Dell flashing CAPSLOCK means faulty motherboard.
