Is it possible to set the percent of scaling for a report in Access using ScaleMode. I know the exact percentage that I want to use 75%. Any information would be appreciated.

If you are looking at automatically sizing controls on teh report when the report is run then the answer is no.
If you are refering to the Zoom when you are previewing the report then the answer is Yes you can.

I want to change the output size when it is sent to the printer. I can manually change it, but would like to do it with code.

There is no built in feature or any addins that I am aware of. You could write code to do it but you have to do an awful lot of work. The last question I answered like this wanted to print 2 pages per report and they ended up creating a new version of the report.

Sorry, Andrew

No it won't, the scalemode determines what unit of measure you are using and not a scaling feature.
