Sony Camcorder install in windows XP

I am trying to install a Sony DCR-PC5 camcorder using fire wire on a users machine and keep getting the error

"Class installer has denied the request to install or upgrade the device"

it appears to fail when it is trying to copy to the system32 folder.  I used the camera on an identical machine and it installed fine.

I have tried:

letting windows re-install the 1394 drivers
choosing different driver types from the install driver wizard

it always fails on that one file

    yes... also tried from multiple profiles...
