Exchange 2007 installation problems

I'm trying to install exchange 2007 on server 2008 in an existing 2000 native domain. All my FSMO roles have been moved to server 2003, I have one 2000 DC still existing.
I pass all the exchange prereqs but fail during the install. below is from the ldif.log file.

The server side error is: 0x21a2 The FSMO role ownership could not be verified because its directory partition has not replicated successfully with atleast one replication partner.

The extended server error is:

000021A2: SvcErr: DSID-030A09F3, problem 5001 (BUSY), data 0
Is the 2000 dc the problem,,,

Is the server that is referenced the Windows 2000 DC ?

No, Floridapdc is the 2003 DC ( also has all the FSMO roles)  I ran the dcdiag utility and lots of errors between the 2003 server and the 2000 server.. the errors imply that the 2 DCs are not replicating..

Is your 2003 server running at least Service Pack 1?  In order for you to run Exchange 2007 at least one domain controller must be running server 2003 SP1 or later.
The 2003 Server is R2, I plan to demote the last 2000 server Tuesday and cleanup AD, I'll report back then... Thanks..
Resolved by removing the 200 DC
