I am Domain Admin and Exchange Admin.  I need to pull a message out of a user's Inbox but only have access to the Exchange server as I am off-site.  Is there any way I can look at the user's mailbox and export a copy of one message including any attachments?

If you have permission to the mailbox you should be able to go in via OWA to view, etc but not export. You can forward / delete etc.

Or you can use ExMerge for exporting. But you need permissions to the mailbox for either option.
