OWA issue: HTTP Error 404 - File or directory not found.

I am having an issue with OWA. When i attempt access internally or externally, it displays the error 'HTTP Error 404 - File or directory not found.
Internet Information Services (IIS)

I have gone through KB 883380 and reset the virtual directories. This allows a login prompt to appear, but still does not load the site. It is running exchange 2003 SP2, on W2K3 SP2.

Any help would be greatly appreciated as I seem to have hit a dead end with this.

    Are you sure that it is hitting the right site?
    If you look in IIS manager are the folders there? IF you look at the logs for the web site do they show the access attempt?

    Check the Event log for errors
    have you tried locally on the exchange server https://localhost/exchange ?
    Check the certificate in use
    Have a look at the services for IIS

    When i browse to http://servername/exchange or http://externalservername/exchange (from an external network), it asks for network credentials, then fails. https access fails immediately.

    This is from the iis logs

    Not sure if this is includes the exchange website.

    Turned out that the administrator account did not have a mailbox. Therefore, it could not open the mailbox
