Some tmp files in filder folder of Exchange 2003

This is my company's Exchange 2003 server. I found that quite a number of *.tmp files stuck in D:\Program files\Exchsrvr\Mailroot\vs 1\filter folder.

How come tmp files stuck in this folder. Are these incoming or outgoing mails?

You have enabled  Sender filtering in you Global settings --. Message Delivery, and maybe Selected "Archive Filtered Messages" to archive those blocked mails.
See these are just an archive of blocked mails, and if you do not need them for any purpose, then go ahead and delete them.
