Playback start time change - mp3 file edit

i have an mp3 file and when i press to play the sound file with say winamp, i want the media player to automatically skip say the first 13 seconds of the track and start playback at 13 seconds, instead of playing the track from the beginning of the song.

is there a way for me to edit the mp3 file itself so that the player would skip the first 13 seconds and start playing at 13 seconds ? what part of the mp3 header do i need to modify (http://en.wikipedia.org/wiki/MP3#File_structure) and how ?

Just to be clear, you want the mp3 to begin playing at 13 seconds...instead of just editing the mp3 to erase the first 13 seconds?

I can find anything regarding editing an mp3 file to begin playing at "x" seconds...without permanently cutting out "x" seconds of the mp3. Hopefully someone else will have a solution.

Can you explain what exactly you are trying to do (i.e. application)? Maybe there is an alternative solution.

these are referred to as cue points like the old cassettes, wave form files support this, you could convert them to wave

 the only other work around I can think of is to use a media player that supports cue points.

thanks for the advice, it is great ! the listed options do provide alternative ways of implementing my task, but im still wondering about editing the mp3 file itself:

i.e. what is the mechanism by which any standard player, say winamp, knows where to start reading the data that is the actual music data to be played back ? i suppose my question now is whether you know how exactly the process of mp3 file playback initiation works

i.e. could you describe the instructions or code of the player which interacts with the mp3 file - starting from 'Press Play' event - and finishing with the first millisecond of sound sent to the speakers?
