Can W2008 Enterprise server be installed as a workgroup server? How is this done at install time?

It can be installed in a workgroup rather than a domain. When you install the server, it will automatically be placed into a workgroup so no further special configuration is required. You can change the workgroup name of the server after installation by going to Control Panel > System > Advanced > Computer Name and using the tools there to change the workgroup name.
