How to extract MBX files from old OE to .PST

I am trying to extract old MBX files from OE 4, and get them into  .PST for outlook, but am having issues because other than expensive programs and others that only extract DBX files, I can't seem to figure it out! is there another way to do this, because the modern version of OE does not read the files, and I have tried Eudora but that won't extract them correctly! This seems like it would be simple, but is not! I took the folder from the old Win 95 machine, but cannot get them to extract into any program via export or restore!

The modern version of OE has an automated check for the existence of OE 4.  If it is not found, it refuses to provide the option for converting them.  The MS KB article below details how to get them from OE 4 into OE5/6 & from there you should be able to import using Outlook's import from the OE5/6 store.
