Clients cannot download updates from WSUS

We recently set up a GPO to point our clients to our WSUS server and we approved Windows XP Service Pack 3.  About 25% of our users downloaded and installed the update at the correct installation schedule, however, no other clients have downloaded the update since.  It has been over a week and no new clients have downloaded the update.

On the PC, the windows update icon shows in the system tray with "Downloading: 0%" for all PCs.

We have tried re-registering the WU dlls, deleting the SoftwareDistribution folder, and wuauclt /resetauthorization.

Any help would be appreciated!
