netlogon error 5447: DNS Server was 'deleted' had to reinstall on 2000 DC

Have looked through the KB, but the answers found have not helped thus far.  

I had come into a network that was not getting out.  found that the DNS Server on the DC was 'not there'. I added a secondary AD integrated DNS server to the Exchange 2003 box, which I had to reinstall the DNS Server on the current 2000 DC , set the forwarders and made the necessary changes to get the network up and running.  Which all went well yesterday.  

I returned to a system that is having intermitten problems:  exchange email isn't updating, though the outlook clients say they are connected, Phone service seems intermitten, but most of all is this NETLogon error on the DC

I have tried to add the alias in _MSDCS>GC

This command does not work on Windows 2000, I receive a bad syntax error.

I have deleted the record, but it will not update or kicks the 5447 error.
I have even tried to manually register it with no solution...
Did you stop & restart the DNS service after deleting the record?
