Redirect HTTP to HTTPS doesn't work

Today for no apparent reason my ISA 2006 server decided to stop redirecting internal http requests to https redirects on the listener I use to publish my SharePoint portals. Externally the same listener redirects the requests perfectly.  Also I publish OWA through the same ISA server using a different listener and the redirect works just fine.

I have restarted the Firewall service and since its a MS product restarted the entire server to no luck.
Any thoughts??

    restart the server it self , it may solve the problem , if not , let me know

    The issue randomly stopped and is working.
