Mac Mail.app takes many minutes to updated inbox on first load: connected to Exchange

A customer has Mac Mail.app connected to Exchange via the Outlook Web Access (not IMAP). After the application settles, it updates happily & remains in sync all day. The problem is first thing in the morning: the customer loads Mail.app and sits, patiently waiting, for at least 10 minutes before any update to the Inbox occurs. Checking the Activity Window, the Inbox checking is already in the Activity Window by the first opportunity the users gets to show the window... so it is getting polled very quickly. The problem is: it does update for at least 10 minutes.
As mentioned, once this initial issue is over, it happily keeps the inbox up to date with its regular update process.
Why so slow on first start up?
